Achieving Universal Health Coverage (UHC) in India

The excerpt from the book “Mission Possible” by Swami Subramanian and Aparajithan Srivathsan presents a roadmap for Universal Health Coverage (UHC) in India, highlighting the role of technology, team-based care, and strong public health systems. UHC is a global health goal ensuring essential healthcare services for all without financial hardship. It is a critical aspect of Sustainable Development Goal 3 (SDG-3). India’s constitutional provisions support health governance, with public health, sanitation, and hospitals under the State List and family welfare and population control under the Concurrent List. The judiciary has interpreted the Right to Health as part of Article 21. Major challenges include high out-of-pocket expenses (OOPE), limited health insurance penetration, resource constraints, and the increasing burden of non-communicable diseases (NCDs). Policy recommendations include strengthening public health infrastructure, integrating private healthcare, leveraging digital health technology, and establishing an Indian Medical Service (IMS) to oversee healthcare administration.

Notable highlights included the debut of the Pralay missile, SANJAY battlefield surveillance system, and a joint tri-services tableau emphasizing military synergy. The Indian Navy displayed indigenous warships such as INS Surat and INS Nilgiri. Women empowerment was a key theme, with Dimple Singh Bhati becoming the first woman officer to salute the President and an all-women CRPF marching contingent. Cultural tableaux from 31 states and ministries were presented, focusing on Samudra Manthan, Maha Kumbh, and Indian meteorology. The Beating Retreat Ceremony on January 29 concluded the celebrations with performances from military and police bands.

Debate in Governor’s Role in the Universities

The Governor’s role as Chancellor of state universities has sparked controversy. The position, inherited from British colonial rule, grants the Governor significant influence over university administration, including Vice-Chancellor appointments. Critics argue this undermines university autonomy and enables political interference. States such as West Bengal and Punjab have proposed shifting the Chancellor’s role to the Chief Minister, while Telangana appoints an academic figure. The Punchhi Commission recommended limiting the Governor’s role to avoid political conflicts. Alternative governance models include state-appointed chancellors, elected university heads, and executive council appointments, similar to practices in the UK, Canada, and Australia.
