SC Bans Manual Scavenging In Six Metropolitan Cities
The Supreme Court of India has banned manual scavenging and manual sewer cleaning in six metropolitan cities, reinforcing its earlier rulings that human handling of excreta is unconstitutional and inhumane. Despite existing laws such as the Prohibition of Employment as Manual Scavengers and Their Rehabilitation Act (2013), manual scavenging continues in some regions due to lack of enforcement and mechanized alternatives. Reports indicate 443 deaths due to manual scavenging between 2018 and 2023, with Delhi alone accounting for 94 fatalities over the past 15 years. Caste-based discrimination, contractual hiring loopholes, and slow adoption of sewer-cleaning machines remain challenges. The NAMASTE Scheme (2023) aims to replace manual sewer work with mechanized cleaning and skill-training programs for sanitation workers, but implementation remains slow. The SC’s latest directive mandates full mechanization of sewer cleaning and strict penalties for non-compliance.
Credit Guarantee Scheme for MSMEs
The Mutual Credit Guarantee Scheme for MSMEs (MCGS-MSME) has been introduced by the Government of India to ease credit constraints and boost the manufacturing sector. The MSME sector contributes 30% to India’s GDP and employs over 110 million workers, but financial constraints hinder growth. The new scheme offers 60% credit guarantee on loans up to ₹100 crore, covering equipment acquisition, technology upgrades, and expansion projects. National Critical Mineral Mission (NCMM)
The Union Cabinet has approved the National Critical Mineral Mission (NCMM) with an expenditure of ₹16,300 crore, aimed at securing critical mineral supplies for India’s energy transition and technological advancements. Critical minerals such as lithium, cobalt, and rare earth elements are essential for electric vehicles (EVs), semiconductor chips, and renewable energy technologies. India currently imports over 85% of its critical mineral needs, making domestic exploration and international partnerships crucial. The NCMM focuses on fast-tracking mining approvals, setting up mineral processing parks, encouraging recycling, and acquiring overseas mineral assets. India is collaborating with Australia, Argentina, and African nations to secure long-term supply agreements.
PM Surya Ghar Scheme
The PM Surya Ghar: Muft Bijli Yojana aims to install rooftop solar panels in 1 crore households and provide up to 300 units of free electricity per month. With a budget allocation of ₹75,021 crore, the scheme provides subsidies covering up to 60% of solar panel installation costs. As of January 2024, 8.5 lakh households have adopted the scheme. The project is expected to reduce power costs, promote clean energy, and strengthen India’s renewable energy targets. Challenges include slow adoption, high upfront costs despite subsidies, and limited awareness in rural areas.
